Why now

Utilities still bill estimates and find leaks weeks too late

Stale data, avoidable losses, and a regulatory framework that increasingly ties funding and reporting to the quality of measurement.

~25%

Non-revenue water

Share of water put into distribution that never reaches a billed customer β€” EU average, order of magnitude

1–2

Real reads per year

In most networks, everything else is an estimate: true-ups, disputes and revenue that quietly leaks away

2020/2184

EU Directive

The Drinking Water Directive (EU) 2020/2184 requires leakage to be assessed and acted on β€” that needs measurement, not declarations

NIS2

Essential sector

NIS2 puts drinking water in scope: incident reporting, traceability and auditable evidence become mandatory

How it works

From the meter pit to your systems, without running a radio network

Four decoupled layers: ICCOM funds and operates field and network, the utility governs data and processes.

LAYER 1 Β· FIELD

Meters and sensors

  • MID-certified static ultrasonic meters, IP68
  • 19 multi-vendor families already integrated
  • Pressure, flow and SCADA sensors
  • Local buffer: nothing lost while offline
β†’
LAYER 2 Β· NETWORK

Hybrid network, managed by ICCOM

  • LoRaWAN EU868 with multi-gateway reception
  • Gateways with cellular backhaul in outlying areas
  • W-MBus OMS walk-by and NB-IoT where needed
  • SIMs, maintenance and monitoring included
β†’
LAYER 3 Β· HYDROGUARD PLATFORM

Where data becomes a decision

  • Radio quality measured on every transmission
  • Automatic buffer recovery up to 90 days
  • Leak, reverse-flow and tamper detection
  • Tariff engine, e-invoicing, GIS
  • Security: MFA, immutable audit, encrypted PII
β†’
LAYER 4 Β· APPLICATIONS

Dashboards and integration

  • Real-time operational dashboard, four languages
  • REST API, CSV/EDIFACT export, ERP feeds
  • Regulatory reports generated by the platform
  • Customer portal with self-reading
Pseudonymisation by design: the radio network only ever sees technical serial numbers. The link to a customer account is made in the application layer, under roles the utility defines.
One platform, every utility

Water today, gas and electricity on the same infrastructure

A single platform and a single network across several measurement types: the infrastructure investment pays back across all of them.

πŸ’§

Water

Daily reads with hourly profiles, leak and reverse-flow detection, network pressure management, district water balance.

πŸ”₯

Gas

Consumption and anomaly monitoring, offtake profiles, compliance with sector metering requirements.

⚑

Electricity

Detailed hourly profiles, time-of-use analysis, integration with demand-side management systems.

🌑️

District heating

Energy accounting, load balancing, flow and return temperature monitoring.

The platform

Everything you need to operate, measure and prove

More than data collection: measured quality, alarms with an owner, and integration with the systems you already run.

πŸ“‘

Measured radio quality

PDR, multi-gateway reception redundancy, radio margin and latency computed on every uplink: coverage is demonstrated, not estimated. RF map of weak spots on the GIS.

πŸ””

Alarms with workflow

Leaks, continuous flow, reverse flow, tampering, battery: alarms you can filter, assign and comment on, with thresholds configurable per municipality and district.

πŸ“Š

Analytics and water balance

Consumption trends and forecasting, DMA/NRW analysis with 7-component breakdown, minimum night flow, pressure-to-leakage correlation.

πŸ”—

ERP and SCADA integration

REST API and webhooks, scheduled CSV/JSON/EDIFACT exports, configurable feeds for sector billing systems, SCADA ingestion over Modbus TCP.

🧾

Billing and invoicing

Multi-band tariff engine with deposits, true-ups, payment plans and dunning; electronic invoicing with per-country formats and multi-currency support.

πŸ—ΊοΈ

GIS and field operations

PostGIS mapping with 10 network layers, meter-pit survey with photos, end-to-end verified commissioning, work orders and preventive maintenance.

Critical-infrastructure standards, compliance as an automatic output

Water data is citizens' data: HydroGuard treats it with defence in depth and produces the evidence regulators ask for by itself.

GDPR

Encrypted PII (AES-256), infrastructural pseudonymisation, right to erasure and portability implemented, compliant fiscal archiving.

NIS2

Incident register with early warning inside the directive's deadlines, automatic escalation on due dates, SBOM and response runbooks.

Regulatory reporting

Technical-quality and authority reports generated by the platform; banded tariffs; immutable hash-chained audit trail.

Security

Step-up MFA, RBAC by role and scope, unique OTAA device keys, TLS everywhere, OWASP reviews and continuous cross-tenant testing.

Pricing built around your network

Platform fee plus a per-meter fee, calibrated on the number of connections, the meter mix and the service level required. ICCOM invests in the LoRaWAN infrastructure β€” gateways, installation, network server, maintenance β€” and the utility pays for the service.

Frequently asked questions

The answers COOs and IT departments ask for

How many reads per day do you take?
The meter records hourly indices and transmits them in aggregated form 1–2 times a day: a full hourly profile without sacrificing battery life. Alarms (leak, reverse flow, tampering) are sent in real time.
How does leak detection work?
On three levels: continuous flow and minimum night flow at the individual meter, district water balance (DMA/NRW) across the network, and pressure-to-consumption correlation on trunk mains. Thresholds are configurable and the scan runs automatically every night.
What happens if a meter loses coverage?
It keeps recording to its local buffer; on reconnection the platform automatically recovers up to 90 days of readings, flagging them as recovered and never overwriting live data. Completeness before and after recovery is a separate, verifiable KPI.
How does it integrate with existing billing systems?
Via REST API, webhooks or scheduled batch feeds (configurable CSV, JSON, EDIFACT), with dedicated adapters for sector billing systems. Alternatively, HydroGuard includes a complete tariff and invoicing engine of its own.
Which meters can I use?
Any meter with a documented payload: 19 families are already decoded (European manufacturers). Qualification requirement: complete documentation, unique keys handed over, and a verified decoder β€” that is what protects you from lock-in.
What does implementation cost?
A two-part model β€” platform fee plus per-meter fee β€” calibrated on the number of connections, the meter mix and the service level: request a quote for your network. The network infrastructure β€” gateways, SIMs, network server β€” is an ICCOM investment. The Demo Kit lets you validate everything before deciding.
Where does the data live, and who owns it?
Data resides in ICCOM datacentres in the EU (on-premise optional on Enterprise) and remains the utility's property: full portability of data, device keys and decoders is contractually guaranteed.
